He was a vigilante and social crusader who threatened businessmen who built unsafe housing and attacked dictators and war-profiteers. It was a year or so later that DC decided to clean up his act, in a similar manner that Disney did the same with Mickey Mouse, who was much more of a troublemaker in his first few stories.
